A man who had been living in Warsaw this summer has been charged with inappropriately communicating with and touching a 14-year-old girl, Warsaw police said today.
Howard Leon Southall, 50, was charged with child solicitation and sexual battery, police said in a statement. He was being held at the Kosciusko County Jail on $2,000 bond.
Police said the acts occurred at Canterbury Apartments, where Southall had lived, and Harrison Elementary School between June and August.
They said they had received complaints that Southall had been following and approaching girls during the summer.
Written notes had been exchanged between Southall and the 14-year-old during July and August, the statement said. It said subsequent interviews alleged he touched her sexually.
During the investigation, Southall left for the Indianapolis area, but had since returned, police said.
They said Warsaw police and the county prosecutor's office were involved in the investigation.
