President Obama's executive order for deer hunters:

1. Buy your license and rent a gun with one cartridge, which has a serial number on it.

2. If hunt is successful, return gun and empty shell casing, along with both ears from the deer, to place of rental.

3. If hunt is unsuccessful return gun and empty shell casing to place of rental. On your way home stop at fast-food place.
