Indiana state trooper won't face charges in May shooting death

The Allen County prosecutor's office won't bring charges against an Indiana State Police trooper in a May shooting, according to a news release from Prosecutor Karen Richards' office Friday morning.

The Indiana State Police has completed its investigation into the May 18 shooting of Lucius Washington, 33, in the 1100 block of West Main Street. Richards' office determined there was "insufficient evidence of criminal liability to prove guilty beyond a reasonable doubt," according to the release.

Previously released information by the State Police said Mann and Washington got into a physical altercation early that morning before Mann discharged his service weapon, striking Washington.

Washington was later pronounced dead at a local hospital.

The State Police said earlier that the incident took place near the intersection of Main and Cherry streets. Mann, according to the State Police, was traveling west on Main when he saw an altercation among multiple individuals.

As Mann reportedly turned his vehicle around to investigate, Washington reportedly left the scene on foot in "a hurried manner," according to the State Police. Mann reportedly gave verbal commands that were disregarded before he and Washington got into a physical altercation.
