Bills receiver James Hardy’s comeback from knee surgery is complete after being added to the team’s active roster.

The second-year player was activated by the team Wednesday after spending the first nine weeks of the season on the reserve/physically-unable-to-perform list. Hardy, a second-round draft pick out of Indiana, has been out since tearing a ligament in his left knee in a 31-27 loss to the Jets last December.

He’s spent the past three weeks practicing with the team. It’s unclear whether Hardy will play at Tennessee on Sunday. Hardy’s addition means the Bills are carrying seven receivers.

On of those receivers, Terrell Owens, missed practice due to an injury, and his status is unclear for Sunday’s game at Tennessee.

Quinn back at QB for Browns

Brady Quinn is getting his second chance at starting.

Quinn, benched just 10 quarters into the season for Derek Anderson, will start Monday night’s game against the Baltimore Ravens.

Browns coach Eric Mangini has decided to go back to Quinn after Anderson went 1-4 as a starter and posted the NFL’s lowest quarterback rating. Mangini would like to stick with Quinn for the remainder of the season.

Concussion likely to sideline Portis

Still feeling the effects of a concussion, Washington running back Clinton Portis probably will miss this weekend’s game against Denver.

“I don’t want to rule him out, but it’s very doubtful that he’s going to play,” coach Jim Zorn said. He then added, in response to a reporter’s question: “I would say ‘very, very doubtful.’ ”

Portis was injured Sunday against Atlanta on a helmet-to-helmet hit.

Around the league

Philadelphia cornerback and kick returner Ellis Hobbs is done for the season with a neck injury. Also, cornerback Joselio Hanson was suspended four games for violating the league’s performance-enhancing drug policy. … Buffalo is going back to QB Trent Edwards, who will start against Tennessee this weekend after missing two games with a concussion. The offense continued to struggle under backup Ryan Fitzpatrick. … Matt Hasselbeck isn’t fully practicing with Seattle because of a sore shoulder and healing ribs, though he will start Sunday at Arizona. … San Francisco receiver Isaac Bruce, who has been dealing with a bad ankle most of the season, rolled it during practice and is questionable for tonight’s game against Chicago.
